Tottenham Hotspur are exploring the possibility of signing two Manchester City forwards in one swoop, with talks over Savinho and Omar Marmoush understood to be moving forward, though no agreement has yet been finalised between the two clubs.
According to sources close to the discussions, Spurs have long admired Savinho, the Brazilian winger who previously turned down the chance to leave City in 2025. Despite staying put at the Etihad Stadium, the 22-year-old found first-team opportunities hard to come by last season, starting just seven Premier League matches. That lack of regular football appears to have shifted his outlook, with Savinho now believed to be open to a fresh challenge away from City. He arrived at the club in 2024 from French side Troyes in a deal worth £30m.
Marmoush's situation follows a similar pattern. The Egyptian forward joined City from Eintracht Frankfurt last year in a £59m transfer but struggled to establish himself as a regular under Pep Guardiola during the 2025-26 campaign. The 27-year-old managed just eight goals in 36 appearances across all competitions, a modest return given the size of his transfer fee.
While City's exact valuation of the two attackers has not been made public, the Etihad club would be looking to secure a healthy profit on both players given their respective transfer histories.
For Tottenham, the potential double deal comes as part of a broader summer rebuild under head coach Roberto de Zerbi. The Italian has already overhauled his midfield, bringing in Mateus Fernandes from West Ham and Sandro Tonali from Newcastle in a combined outlay of £185m. However, De Zerbi has made clear that reinforcing his attacking options remains a priority following a disappointing 2024-25 season, in which Spurs finished 17th in the Premier League table and scored only 48 goals in 38 league matches.
Despite the interest in Savinho and Marmoush, Tottenham have not abandoned their pursuit of Liverpool's Cody Gakpo. The Netherlands international remains on the club's radar, though it is uncertain whether Spurs would have the financial capacity to complete a deal for the winger alongside signing both City players.
For Manchester City, offloading Savinho and Marmoush would continue an already active summer of departures. The club have already sold several key figures, including midfielder Rodri, Tijjani Reijnders, and back-up goalkeeper James Trafford, as Guardiola reshapes his squad heading into the new campaign.
Both clubs are due to begin their Premier League seasons this weekend. Tottenham travel to Brentford on Saturday at 17:30 BST, while Manchester City host Bournemouth at home on Sunday at 14:00 BST. Whether the proposed transfers can be completed before those fixtures — or indeed before the market closes — remains to be seen, but talks between the two Premier League sides are understood to be ongoing and gathering momentum.
